Second Theoretical Seminar between Communist Party of Cuba and the Lao People's Revolutionary Party held in Havana

A delegation from the Lao People's Revolutionary Party is visiting Cuba. During its visit to a comradely socialist country they engaged in the Second Theoretical Seminar "Lessons and Practices for the Management of the Party in the New Conditions" meeting with Cuban comrades. This is a translation of a report on these meetings.

As an expression of the historic, uninterrupted and special comradely relations between the Communist Party of Cuba (PCC) and the Lao People's Revolutionary Party, the delegations of both political organizations met May 6 at the headquarters of the Central Committee of the PCC to hold the Second Theoretical Seminar "Lessons and Practices for the Management of the Party in the New Conditions."


This event was chaired by the Member of the Political Bureau and Secretary of Organization of the Central Committee of the Communist Party of Cuba, Roberto Morales Ojeda and Bounthong Chitmany, Member of the Political Bureau and the Secretariat of the Lao People's Revolutionary Party and Vice President of Laos.


Also present were members of the Laotian delegation, as well as members of the PCCCC Secretariat, heads and deputy heads of departments, professors from the University of the Party Ñico López and other guests.


"Cuba and Laos are united by the common aspiration to build socialism with its own characteristics, as the only way to preserve national sovereignty and achieve a more just society that sees the human being as the center of its development," said Morales Ojeda when delivering the opening speech of this seminar.


During his speech, the Cuban party leader detailed the complex and adverse scenario in which Cuba is developing, as well as the actions to overcome these obstacles. He addressed the strengthening of the economic, commercial and financial blockade imposed by the United States, the subversive plans, the media poisoning campaigns in the digital scenario and the economic imbalances resulting from the unjust international order.


He also referred to the distortions and inadequate implementation of a group of actions aimed at reversing the decline in production, the decline in exports and increasing foreign exchange collection.


"In this practical effort there has always been a unique and indispensable space for reflection, study and theoretical orientation," he said.


This theoretical event, whose first edition was held in Laos last year, "will allow us to enrich the fruitful exchange of the previous meeting, share experiences of the work of the Party for the strengthening of its leadership and in the promotion of its economic development," said the Cuban party leader, at the same time that he reiterated that it is "a space for our Parties to make important contributions to the construction of socialism from our particularities and shows the mutual will to continue strengthening the bonds of friendship between the political organizations."


For his part, Chitmany stressed that "this theoretical seminar coincides with the 50th anniversary of diplomatic relations between Cuba and Laos, so the geographical distance between the two nations has not been an impediment to the consolidation of a relationship based on cooperation, solidarity and the fraternal and valuable support of Cuba in the struggles for Laotian national liberation and the development of our nation." said the Vice President of the Lao People's Democratic Republic.



Likewise, he stressed that currently this support continues unchanged with the assistance of medical brigades, professionals from other sectors, as well as the reception of students from that Asian nation on the island.


Referring to the need for an exchange such as this, he indicated that the meeting allows for the sharing of theoretical and practical lessons in the direction of the Party, as well as the analysis of issues that aid in a strategic vision for both countries.


The peoples of Laos and Cuba will continue to win


A meeting of historical significance, characterized by broad and deep debate, distinguished the II Theoretical Seminar. The day passed with the presentation of four papers, by the Laotian and Cuban delegations, as well as interventions that clarified and reiterated the common points that unite Cuba and Laos, which this year will celebrate half a century of diplomatic relations.


The role of the economic sector in the development of the Lao People's Democratic Republic and human development to meet the needs of socialist development in the Asian nation were the topics addressed by the speakers Kikeo Chanthabouri and Khammone Chanthachith, deputy head and vice-rector of the National Institute of Economic and Social Sciences, respectively.


On the Cuban side, the political-ideological work of the PCC to preserve unity as a guarantor of the socialist project was presented by the Member of the PCCCC and deputy head of its Ideological Department, Marydé Fernández López, and Roberto Pérez Jiménez, Member of the CCPCC and head of its Department of Organization was in charge of the issue of political and communicational assurance to the implementation of the Government Projections to correct distortions and reboost the economy during the the year 2024.


The Lao leaders elaborated on the importance the Party attaches to strengthening the economy to protect and build the nation. On the methods and styles of work to achieve this purpose, as well as the results in this endeavor focused on the need to raise funds for socio-economic development, accumulate more capital to allocate to the development of public services, as well as improve the internal and external market, create jobs and develop skills for Laotians.


In the same way, to this end, they aspire to the development of a new people with strong socialist ideals that possess quality educational levels, skills and professionals. They also work on preserving the culture of ethnic peoples to strengthen the unique values of the nation.



Meanwhile, the presentations of the Cuban side focused on the role of unity, political-ideological work and attention to young people, as essential methods to guarantee the continuity, present and future without fractures of the Cuban Revolution. In this task, the effort and support of all the people is necessary from their daily battle.


Specifically in the work of the cadres, there must be a theoretical-practical combination that adds their experiences in the different instances of management, together with their merits, qualities, attitude and sensitivity to face the problems in the different structures.


Only hard and systematic work can make us maintain the people's confidence in the Party, be more efficient, listen to them more, and involve everyone in solving problems.



Before concluding, Morales Ojeda pointed out that the presentations show that despite the distance from the geographical point of view, the closeness is evidenced in the work of both parties, the common challenges and in the conviction that the only way in the midst of this complex international panorama to achieve the greater social justice to which we aspire, is socialism.


He also added that we will continue to move forward in this great endeavour with the conviction that the peoples of Laos and Cuba will continue to win.
