From the PRC press: In 1954, in China's first general election, 278 million people elected their delegates to more than 280,000 local people's congresses. In subsequent rounds, deputies were elected to the county, municipal and provincial congresses and those of the various national autonomous. regions-and finally to the National People's Congress which adopted the Constitution with socialism as its goal.
