After the formation of the Russian Communist Party (Bolsheviks) (RBP(b)) in 1918 and as the civil war raged, the party created various regional committees to organize workers and peasants of different types. This committee in the Tverskoy district (a district of central Moscow) consisted of party members working to organize and mobilize women and women workers.
