The fourth plenum of the 14th Communist Party of Vietnam Central Committee concluded in Hanoi on October 8, 2026, after four days of work, adopting key policies on Party building, national strategy, personnel, and economic development for 2027 and beyond.
The plenum focused on consolidating the Party’s leadership and implementation capacity, emphasizing the link between Party building, national governance, and development. It adopted resolutions to intensify Party inspection, supervision, and disciplinary action, strengthen self-renewal and self-rectification, and ensure a clean, strong, and comprehensive Party and political system capable of meeting new development challenges. The plenum also underscored the need to renew leadership and ruling methods to create a more efficient, unified political system.

The Committee approved outlines for several major reviews, including:
The 100-year leadership history of the Party in the Vietnamese revolution
Orientations for national development over the next 100 years
40-year review of implementing the Platform on National Construction during the transition to socialism
Amendments and supplements to the Party Statutes
These reviews aim to draw lessons from practice, develop theoretical frameworks, and strengthen the Party’s organizational foundations, while upholding Marxism-Leninism, Ho Chi Minh Thought, and the goals of national independence and socialism.

The Committee passed a new resolution on personnel affairs and adopted a national strategy for attracting, employing, and developing talent in key sectors to support fast and sustainable development. Strategic national tasks will guide the selection and cultivation of capable personnel.
The plenum set ambitious socio-economic goals for 2027, including:
GDP growth of at least 10%
Average CPI growth around 4.5%
Maintaining macroeconomic stability and major economic balances
Budgetary arrangements ensuring central budget leadership, greater local initiative, and additional resources for salary reform
Encouragement of legitimate wealth creation by Party members, while upholding integrity and Party values in non-State sectors
General Secretary and President To Lam emphasized that plenum decisions must be fully concretised, promptly institutionalised, and that 2026 tasks should be completed to the highest level to lay foundations for breakthroughs in 2027. Enhanced inspection and supervision and a greater role for the people in development processes were also highlighted.
