At the invitation of comrade Xi Jinping, General Secretary of the Central Committee of the Communist Party of China (CPC) and president of the People's Republic of China, comrade Miguel Díaz-Canel Bermúdez, First Secretary of the Central Committee of the Communist Party of Cuba (PCC) and President of the Republic of Cuba, attended the commemorative activities in China for the 80th anniversary of the Victory in the Chinese People's War of Resistance against Japanese Aggression and the World Antifascist War, September 2-6, 2025.


During the visit, Miguel Díaz-Canel Bermúdez, the First Secretary of the Central Committee of the CPC and President of the Republic of Cuba, met with Xi Jinping, the General Secretary of the Central Committee of the CPC and President of the People's Republic of China. The meeting took place in a cordial atmosphere, reflecting the strong friendship between the Parties, Governments, and peoples of both nations. First Secretary and President Díaz-Canel conveyed the warm greetings of Raúl Castro Ruz, the leader of the Cuban Revolution and Army General, to Secretary General and President Xi Jinping, who expressed his gratitude and reciprocated. President Díaz-Canel also held discussions with comrade Li Xi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Central Commission for Discipline Inspection.


The two Heads of State highly value the traditional friendship between the Republic of Cuba and the People's Republic of China (hereinafter referred to as "both sides"), and the fruitful results achieved in the development of relations and cooperation in various fields in the 65 years since the establishment of diplomatic relations. Cuba and China are good friends, good comrades and good brothers. The friendship between Cuba and China was forged by the historical leaders of the two countries, represented by Mao Zedong and Fidel Castro Ruz. The 65 years of diplomatic relations bear witness to the continuous deepening of bilateral relations, which have already become a good example of sincere mutual support between developing countries and solidarity cooperation between socialist countries. During the State Visit to China in November 2022 by the First Secretary of the Central Committee of the PCC and President of the Republic of Cuba, Miguel Díaz-Canel Bermúdez, the leaders of both countries reached an important consensus to jointly build the Cuba-China Community of Shared Future, the first at the bilateral level between China and countries of Latin America and the Caribbean. and during that visit, the Joint Declaration between the Republic of Cuba and the People's Republic of China on the Deepening of Binational Relations in the New Era was published.


The Heads of State emphasize that the relationship between Cuba and China is at its most favorable historical point. They reaffirm their strong political commitment to advancing bilateral relations by accelerating the development of a Cuba-China Community of Shared Future. The two leaders engage in a comprehensive exchange of views on party and country relations, reaching significant consensus. They agree to continue strengthening strategic communication, increasing high-level exchanges, deepening both bilateral and multilateral political cooperation, and promoting collaboration at all levels and in all areas. They also commit to further enhancing the special friendly relations between China and Cuba in the New Era and to speeding up the establishment of the Cuba-China Community of Shared Future.


  1. The Cuban side warmly congratulates the Chinese side on the success of holding the commemorative activities for the 80th anniversary of the Victory in the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War, and highly values the historical contribution of the Chinese people, under the leadership of the CPC, to victory in the world anti-fascist war and to the defense of the cause of peace for humanity.

  2. The Cuban side highly values the outstanding theoretical and practical contributions of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, and hopes that the Chinese people will continue to make new and greater achievements in building socialism under the firm leadership of comrade Xi Jinping and the CPC.

  3. The Chinese side highly values and firmly supports the fact that, under the leadership of the PCC, the Cuban people persevere on the path of socialism and continuously explore a development model in accordance with their own national conditions, overcoming all difficulties. The Chinese side reaffirms its willingness to deepen friendship, strengthen solidarity and expand cooperation in all fields with the Cuban side.

  4. The Cuban side reaffirms its unwavering commitment to the "one China" principle, acknowledging that there is only one China globally. Taiwan is considered an inseparable part of Chinese territory, and the Government of the People's Republic of China is recognized as the sole legitimate government representing all of China. The Cuban side emphasizes that the Taiwan issue is an internal matter for China and strongly opposes any interference from external forces. Cuba firmly supports the Chinese Government's efforts to achieve national reunification and stands against any form of "Taiwan Independence." The Cuban side asserts that the authority of United Nations General Assembly Resolution 2758 is unquestionable and unchallengeable.

  5. The Cuban side firmly supports the Chinese side's position on the issues of Xinjiang, Xizang, Hong Kong and human rights, and resolutely rejects attempts to interfere in China's internal affairs.

  6. The Chinese side reaffirms its firm support for the Cuban people in their struggle to defend their national sovereignty against the economic, commercial and financial blockade imposed by the United States. The unjust and illegal blockade of the United States harms the right to life of the Cuban people and constitutes the main obstacle to Cuba's development. The Chinese side once again calls on the United States to remove Cuba from the arbitrary "list of state sponsors of terrorism."

  7. Both sides agree to continue strengthening the special ties between the CPC and the PCC, strengthening them as the cornerstone of relations between the two countries, and promoting cooperation in the economic, trade, financial and other fields at a higher level, taking advantage of existing avenues and mechanisms of exchangebetween the two parties to ensure ongoing communication and coordination across all levels and areas through mutual delegation exchanges, meetings, and correspondence. The Chinese side is willing to organize theoretical seminars and symposia in the priority areas for the Cuban side in order to strengthen the exchange and mutual learning of experiences in Party and State governance. Both sides agree to continue to support exchanges and cooperation between the two Parties' departments, provincial committees, community organizations and think tanks and the media, so as to deepen traditional friendship and foster people-to-people connection.

  8. Both sides agree to further strengthen friendly exchanges and cooperation between the National Assembly of People's Power of Cuba and the National People's Congress of China and expand exchanges and communication between the specialized commissions and friendship groups of both sides on issues of common concern, and deepen the traditional ties of friendship between the National Assembly of People's Power of Cuba and the Chinese People's Political Consultative Conference.

  9. Both sides agree to enhance the coordinating function of the political consultation mechanisms between the two Ministries of Foreign Affairs to address strategic issues in the bilateral relationship, and to ensure mutual support and alignment of political positions at both bilateral and multilateral levels.

  10. The parties agree to expand practical economic, trade, financial, investment, aid projects, and scientific-technical cooperation, taking advantage of the opportunities arising from China's high-quality development and Cuba's National Economic and Social Development Plan until 2030. The Cuban side is ready to provide facilities and support.

  11. Both sides agree to deepen cooperation in science, technology and innovation in the fields of cybersecurity, nanotechnology, life sciences, biomedicine, food production and agrotechnology, brain sciences, biodiversity, climate change, energy and environment, digital transformation, robotics and automation. The two sides agree to continue promoting scientific and humanistic exchanges, joint construction of laboratories and collaboration in technology transfer, within the framework of the Belt and Road Action Plan for Scientific and Technological Innovation.

  12. Both sides advocate expanding cooperation in the education sector and promoting the study of the Spanish and Chinese languages in the respective countries. The Chinese side is willing to make it easier for more young Cubans to study in Chinese universities and provide scholarships for the best students. The Cuban side proposes to provide all necessary facilities for young Chinese individuals to study the Spanish language in Cuba, as well as other self-financed courses. Both parties agree to enhance bilateral cooperation in sports, vocational training, and Marxist theoretical research, and to strengthen exchanges between universities and think tanks. They also agree to promote and send delegations to significant political, historical, economic, commercial, cultural, scientific, technological, and tourist events, which are regularly organized by both sides to strengthen people-to-people exchanges.

  13. Amid the current complex and uncertain international landscape, both parties reaffirm their intent to further enhance coordination and cooperation in the international multilateral sphere. They are firmly committed to upholding multilateralism and the international system, centered around the United Nations, as well as the international order grounded in international law. They oppose all forms of hegemonism and unilateralism that incite confrontation between blocs and exclusive groups against certain countries.

  14. The Cuban side welcomes the Global Governance Initiative recently proposed by comrade Xi Jinping, believing it will contribute to building a more just and reasonable system of Global Governance and advancing the community of shared future for humanity. The Cuban side also reaffirms its support for the global initiatives proposed by comrade Xi Jinping, including the Belt and Road, as well as those focused on Development, Security, Civilization, and Global Governance. It acknowledges their inclusive and sustainable nature, aligning with the aspirations of the Global South and the common desires of all peoples to create a better world. The Cuban side is prepared to actively participate in cooperation within the framework of these initiatives.

  15. The Chinese side supports Cuba's effective integration as a BRICS partner country and is interested in exploring opportunities for its cooperation with the BRICS New Development Bank (NBDB).

  16. Both sides agree that data security concerns the security and socio-economic development of all countries. The Cuban side welcomes the Global Data Security Initiative proposed by China, and both sides are willing to deepen practical cooperation in the digital economy and promote the formulation of global digital governance norms, taking into account current trends in cyberspace.

  17. The Cuban side welcomes the Initiative for the Global Governance of Artificial Intelligence, appreciates the efforts of the Chinese side to enhance the rights of developing countries in the global governance of artificial intelligence, and is willing to work with the Chinese side to implement the UN General Assembly resolution on "Strengthening International Cooperation in Capacity Building in Artificial Intelligence", the "Action Plan for the Development of Artificial Intelligence Capabilities for Good and for All" and the "Action Plan on the Global Governance of Artificial Intelligence". The Cuban side supports China's initiative to create the World Organization for Cooperation in Artificial Intelligence.

  18. Both sides agree that building a community of shared future between China and Latin America is an important part of building a community of shared future for humanity. China and Latin America already form a community of shared future, characterized by equal treatment, mutual benefits, and shared gains. This community embraces openness and inclusivity, aiming for the well-being of their peoples as its core purpose. As a result, it possesses vibrant dynamics and wide-ranging development prospects. Both parties are committed to collaboratively advancing the five programs focused on solidarity, development, civilizations, peace, and peoples, aiming to create a new chapter in the community of shared future between China and Latin America and the Caribbean.

  19. Cuba warmly congratulates the successful holding of the Fourth Ministerial Meeting of the China-CELAC Forum in May of this year, and is willing to maintain close communication and cooperation with the Chinese side, in accordance with the Beijing Declaration of the Fourth Ministerial Meeting of the China-CELAC Forum and the China-CELAC Joint Action Plan for Cooperation in Key Areas (2025-2027), in order to promote the implementation of the results of this meeting and promote the continued development of the Forum.

  20. The two heads of State express their satisfaction with the cooperation documents signed by both sides.

  21. First Secretary and President Miguel Díaz-Canel Bermúdez extends his heartfelt appreciation to General Secretary and President Xi Jinping, as well as the Chinese government and people, for their gracious hospitality and attentiveness. He also reiterates the invitation for General Secretary and President Xi Jinping to make another State Visit to Cuba.
