With a new despicable memorandum signed by US President Donald Trump, the US administration has further intensified its measures of barbaric imperialist blockade and efforts to undermine Cuba. This is a continuation of the same policy pursued by the first Trump administration and maintained in its entirety by the Biden administration. Their declared aim is to cause economic suffocation to the Cuban people and to support the actions of counterrevolutionary groups in overthrowing the achievements of the Cuban people and the Revolution itself.

The KKE unequivocally condemns and rejects the new anti-Cuban memorandum of the US government and expresses its solidarity with the Cuban people and the Communist Party of Cuba. We are continuing our determined struggle for the lifting of all measures of the barbaric imperialist blockade of Cuba, and for Cuba to be removed from the list of ‘state sponsors of terrorism’.

International Relations Section of the CC of the KKE

The Communist Party of Spain strongly and unequivocally condemns the recent and criminal escalation of imperialist aggression, as well as the economic, commercial, and financial blockade imposed by the Government of the United States against the sister Republic of Cuba. This escalation is far from an isolated act; it represents a carefully planned offensive aimed at suffocating a sovereign people and undermining the achievements of their Revolution.

Denunciation of a Multisectoral and Dehumanizing Aggression

The Communist Party of Spain firmly denounces that these new coercive measures are intended to deliver a devastating blow to all sectors of Cuban society:

• The tourism sector, a vital economic engine for the island.

• The public healthcare and pharmaceutical research system, a global example of solidarity and universal access.

• Migration processes, obstructed in order to divide families and generate chaos.

• Cultural, academic, and scientific exchange, denying the right to knowledge and development.

• Access to essential technologies, deepening a politically motivated digital divide.

This policy is not merely an illegal blockade; it is an act of economic warfare, designed to generate maximum human suffering with the sordid aim of destabilizing the Cuban nation.

The Revival of a Failed and Criminal Policy

We express our deepest outrage at the reactivation and update of Presidential Memorandum No. 5, originally signed by President Donald Trump in 2017. This instrument, far from being a mere administrative formality, openly declares two unacceptable objectives:

1. The deliberate tightening of the blockade, deepening its genocidal character as defined by the Geneva Convention.

2. The imposition of regime change in Cuba, in flagrant violation of International Law and the Charter of the United Nations.

The Real Objective: Subjugate Cuba and Control Its Destiny

The Communist Party of Spain emphasizes that the ultimate strategic goal of the United States Government is none other than to seize control of Cuba and subject its destiny to the geopolitical and economic interests of U.S. imperialism. The path chosen is as cowardly as it is cruel: to provoke extreme shortages and mass suffering among the Cuban population in order to force, through hunger and despair, a surrender of its sovereignty. This is the essence of a policy of State terrorism applied against an entire people.

In the face of this infamy, the Communist Party of Spain:

1. Strongly condemns this criminal attack against the dignity, sovereignty, selfdetermination, and right to exist of the Cuban nation.

2. Reaffirms its unwavering position of militant solidarity with the heroic Cuban people, with their legitimate Revolutionary Government, and with the Communist Party of Cuba, in their struggle to defend their sovereignty, independence, freedom, and socialist project.

3. Reasserts its unbreakable commitment to the fundamental principles of International Law:

• The maintenance of international peace and security.

• The promotion of friendly relations based on equality among nations.

• The absolute prohibition of the use or threat of force against the territorial integrity or political independence of any State.

• The principle of non-interference in the internal affairs of States.

For a World of Cooperation, Fraternity, and Solidarity

The Communist Party of Spain firmly stands for a world based on effective multilateralism, where peoples, free from imperialist oppression, build their relationships on the foundations of selfless cooperation, revolutionary fraternity, and internationalist solidarity, always seeking mutual benefit and collective human progress.

We express our unconditional, militant, and unwavering support:

• To the Cuban people, a historic example of resistance, dignity, and love for their homeland. • To the Revolutionary Government, guided by the unwavering principle of national sovereignty.

• To the Communist Party of Cuba, beacon and vanguard in the construction of socialism.

• To the Cuban Revolution, which for decades, even under the most brutal siege, has shown that it is possible to place the human being at the center of all policies, guaranteeing fundamental rights such as health, education, and culture for its entire population.

The dignity of Cuba is the dignity of all the free peoples of the world!

The blockade is a crime! Its immediate and unconditional lifting is a demand of humanity and the United Nations General Assembly!

Long live Free and Socialist Cuba!

Hasta la Victoria Siempre!

Patria o Muerte! Venceremos!
