Bruno Rodríguez Parrilla speaks at the UN

The UN General Assembly today adopted — by an overwhelming majority despite intense pressure and threats by the United States — a resolution calling for an end to the decades-old United States embargo against Cuba. This is the 33rd year in a row the UN has done this.

The 193-member Assembly adopted the resolution “Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba” by a recorded vote of 165 in favour to only 7 against (Argentina, Hungary, Israel, North Macedonia, Paraguay, Ukraine, United States), with 12 abstentions.

In this year's text, the Assembly once again urged all States to abstain from enacting and enforcing laws and measures like the "Helms-Burton Act" promulgated on 12 March 1996, in line with their obligations under the Charter of the United Nations and international law. It also encouraged States that have implemented and continue to enforce such laws and measures to take the necessary actions to repeal or invalidate them as soon as possible in accordance with their legal framework.

Presenting draft “L.6”, Bruno Rodríguez Parrilla, Cuba’s foreign minister, condemned the United States’ “criminal policy”, which has left his nation “viciously deprived” of crucial financing and technology for food and health care. He noted that infant mortality, once under 5 per 1,000 live births, rose to 8.5 in the first half of 2025. Additionally, he stated that the blockade caused $7.5 billion in damages between March 2024 and February 2025. Criticizing Washington, D.C.’s, labeling of Cuba as a State Sponsor of Terrorism as “unfair”, he mentioned that it obstructs banking, trade, and investment, while “terrorist acts against the country have been and are still being organized and financed from US territory.” He called on the United States to “withdraw the military threat and accept a civilized dialogue.”
