Declaration of the Revolutionary Government, translated from the Spanish

The Revolutionary Government condemns in the strongest terms the new escalation of the United States Government against Cuba, in its efforts to impose an absolute siege on fuel supplies to our country.

The executive order of the U.S. President, announced on January 29, 2026, declares a supposed national emergency under which his government will be able to impose trade tariffs on imports of products from countries that supply oil to Cuba.

To justify such an extreme action, the text of the aforementioned order wields an extensive list of lies and defamatory accusations against Cuba. Prominent among them is the absurd assertion that Cuba constitutes an "unusual and extraordinary threat" to the national security of the United States. The President and his administration are aware that very few, if any, believe such deceitful arguments, but they do not care. Such is his contempt for the truth, public opinion and government ethics when it comes to his aggression against Cuba.

With this decision, the United States government, through blackmail, threats and direct coercion of third countries, is attempting to add more elements of pressure to the economic suffocation measures that were established during Trump's first term to block the entry of fuels into our country. It reinforces a dangerous approach to U.S. foreign policy through the use of force, pursuing its ambitions to maintain imperialist dominance. As announced, that country claims the right to dictate to sovereign states with which nations they can trade and to which they can export their national products.

The executive order of the President of the United States therefore constitutes a flagrant violation of international law and also violates the Proclamation of Latin America and the Caribbean as a Zone of Peace. It confirms that it is the government of that country that threatens the security, stability and peace of the region and the world.

The U.S. government has reached this point after having failed for 67 years to force the surrender and destruction of a genuine and legitimate political and revolutionary process of full sovereignty, social justice, and the promotion of peace and solidarity with the rest of the world.

Cuba's historical willingness to maintain a serious, responsible dialogue with the Government of the United States based on international law, sovereign equality, mutual respect, mutual benefit, without interference in internal affairs and with absolute respect for the independence and sovereignty of States is widely documented.

As everyone knows, including the U.S. government itself, Cuba does not constitute any threat to the United States, its national interests or the well-being of the citizens of that country who, moreover, have always been treated with respect and hospitality when their government has allowed them to visit the island. Cuba does not threaten or attack any country. It is not subject to sanctions by the international community. It is a country of peace, solidarity and cooperation, ready to help and contribute to other states.

It is also the country of a brave and combative people. Imperialism is mistaken in believing that economic pressure and the intent to inflict suffering on millions will undermine Cuba's resolve to defend its national sovereignty and prevent itself from falling once more under U.S. control.

The international community is confronted by the inescapable challenge of determining if a crime of this nature signals what is to come in future or if reason, unity, and the rejection of aggression, impunity, and abuse will prevail.

We will face the new onslaught with firmness, calm and certainty that reason is absolutely on our side. There is only one decision: Homeland or Death, we will win!
