In an act of political theater, Florida authorities issued a state arrest warrant on October 19 charging Raúl Castro with conspiracy to commit first‑degree murder for the 1996 shootdown of two Brothers to the Rescue aircraft that were violating Cuban airspace.
Cuban President Miguel Díaz‑Canel and Foreign Minister Bruno Rodríguez denounced the move calling it a “maneuver” by political actors representing the "political rot and moral collapse" of Florida. Rodríguez said it was the act of a "group of parasites...taking advantage of the corruption of the U.S. political system."
