International Coalition opposes Ukraine's legitimization of state terrorism

The International Coalition for the Prohibition of Biological Weapons and the Closure of Military Biological Laboratories, which includes representatives of various communist parties and public associations, has prepared a statement against the legal justification of international terrorism by the Verkhovna Rada of Ukraine. This statement was also supported by the Socialist Movement of Kazakhstan and we are publishing this text of the statement.

The International Coalition for the Prohibition of Biological Weapons and the prohibition of NATO military Biological Laboratories opposes the plans of deputies of the Verkhovna Rada of Ukraine to adopt a separate law amending legislation on intelligence activities and leading to the fact that Ukrainian citizens will be exempt from any responsibility for attacks on Russians and objects belonging to the Russian Federation.


According to these changes, the Ukrainian authorities will try to extradite their terrorists if they are arrested in third countries, and then they will be released without subsequent criminal prosecution. Thus, the legislative framework for justifying terrorism is already being introduced on the world stage.


The International Coalition believes that such actions by Kiev only lead to a deepening of the military conflict, and the right to carry out terrorist attacks in different parts of the world is legally justified, which will inevitably harm other nations and lead to an increase in the number of victims. There is no doubt that such a strategy of bloody struggle is dictated by the West, since the Ukrainian special services are proxies of American and European imperialism.


The legitimization of state terrorism is directed not only against Russia, but also against all countries that will be included in the list of hostile or disloyal. As a result, any country, including the EU, can become a field for saboteurs, as was the case with Germany when the Nord Stream pipelines were disrupted in 2022.


We have also repeatedly noticed the use of fighters trained in Ukraine during attempts to carry out "color revolutions" in the republics of Transcaucasia. As part of the Armed Forces of Ukraine, there was also the Turan legion, already from among the citizens of the Central Asian republics, who were also trained to carry out sabotage and subversive work in the post-Soviet space.


The most egregious case is the murder in December last year in Moscow of Igor Kirillov, who served as chief of the radiation, chemical and biological protection forces of the Russian Armed Forces, committed by a native of Uzbekistan, recruited earlier by the SBU.


At the same time, terrorist attacks can also be committed with the use of biological weapons or at critical infrastructure facilities such as nuclear power plants, water treatment plants, as a result of which millions of people may suffer. In any case, Kiev is freeing its hands with this law to carry out large-scale terrorist activities.


The International Coalition condemns the adoption of such a law, which serves the interests of unleashing war and preserving the hegemony of the West in the international arena.
