Speech by Emilio Lozada García, Head of the Department of International Relations of the Central Committee of the Communist Party of Cuba at the BRICS EUROPE meeting (November 14-15), translated from the Spanish

Dear Representatives of Political Parties,

Distinguished Participants and Guests:

On behalf of the Communist Party of Cuba, I thank United Russia for organizing this BRICS Europe space, which we find highly relevant and timely given the current international context.

As we have emphasized before, reinforcing the BRICS is crucial for establishing a new fair, democratic, and equitable international order, where multidimensional crises are overcome.

Since becoming a partner country in January of this year, Cuba has actively engaged in various spaces and events, demonstrating a commitment and willingness to learn from and contribute to the discussions, initiatives, and projects generated by this important mechanism.

Together with the BRICS, we advocate for an international system that promotes cooperation and mutually beneficial exchange, free from the exploitative agreements that perpetuate the structural imbalances in Southern economies, wealth disparity, and inequality, all fueled by centuries of colonialism and neocolonialism.

Beyond reforming the existing international financial structure and its institutions, which were established post-Second World War to sustain the underdevelopment and exclusion of our nations, there is also a necessity for more inclusive and democratic governance of artificial intelligence, science, and technology. This governance should guarantee that all countries can access their benefits and prevent their use in ways that violate international law and peace.

Political coordination remains crucial, necessitating our continued efforts to organize the Forum of Political Parties of the BRICS and Associates, the third edition of which was held in Vladivostok from June 16 to 19 last year, initiated by United Russia. Regrettably, we have not continued this in 2025.

This important space, along with its connection to various party agreement mechanisms in different regions, can contribute to achieving progress towards the new international order that we aspire to.

Dear Friends,

The Cuban people, like no other nation in the world, have resisted for more than 65 years an economic, commercial and financial blockade imposed by the United States government and intensified, in an unprecedented manner, in recent months. Added to this situation is the inclusion of Cuba in the State Department's unilateral list of countries that allegedly sponsor terrorism.

This complex situation can only be addressed through cooperation and solidarity. This is why we place significant value on the BRICS and the initiatives formulated within this framework.

As the first secretary of the Central Committee of the Communist Party of Cuba and president of the Republic, Miguel Díaz-Canel Bermúdez, expressed at the last summit in Rio de Janeiro in July: "Let us unite to promote the new international order that we desire and deserve, one in which peace is guaranteed, the common good and prosperity of the peoples are provided for, the right to development of all countries is realized and is achieved in harmony with nature."

In that crucial effort, you can rely on the steadfast commitment of the Communist Party of Cuba.

Thanks very much.
